This system needed a lazy fair test so I spent the day collecting dollar bills from around the house and not using any when making purchases.
When you examine a dollar bill or the higher denomination bills, each has a unique serial number consisting of a letter at each end and eight individual numbers.
For this system, what we do is turn the eight numbers into as many double digit numbers as possible and then single digit numbers working from left to right.
I'm testing it against my Florida 6/53 game one of the toughest straight up pick six games.

657 draws divided by 71.79 = 9.28 3# wins expected.
We are bumping right along at probability with the 3# wins and with only 657 of the 1,414 draws for a single 4# win to be expected, those are doing well.
Hope you weren't expecting to see jackpot wins from the above dollars, I'd be suspicious of a salted list with even one jackpot and half expect a special offer of $29.95 for a secret list of hot dollar serial numbers. Someone will be selling this system on ebay next week, could be, duh.
What we're going to do next is kick things up a notch.

Not too shabby, we're hitting right where probability suggests we should, without paying for the system or software, where we'd be lucky to do as well.
It has been said, "The only thing you can do to improve your odds is to buy more tickets." That isn't entirely correct. You can also improve your odds by playing in a lower odds game and improve your odds per dollar played by paying less for your tickets.
The odds of winning the Florida 6/53 are 1 in 22.9 million the odds of winning the NSW 6/45 are 1 in 8.1 million and it has two bonus balls, the odds of 5+B are 1 in 678,755.
The New South Wales 6/45 tickets are .55 each AU dollars, less then that from most countries after taking in the currency exchange rate. Australians can play a little bit cheaper locally, this is the only way the rest of us can play.
